OBS setup, in order:

Settings → Stream → Service: Custom, paste the Server URL and Stream Key below
Settings → Output → Output Mode: Advanced → Streaming tab → Keyframe Interval: 2 (seconds) -- required for ~5-7s latency, HLS can only cut segments on a keyframe, so this has no effect left at "Auto"/anything longer
Encoder: any is fine (x264/NVENC/QuickSync) as long as it's H.264 -- that's what browsers expect over HLS

RTMP Server URL (paste into OBS -> Settings -> Stream -> Server) Stream Key (paste into OBS -> Settings -> Stream -> Stream Key)
